The Climate Institute , in partnership with the Brazilian Institute for Teaching, Development and Research (IDP) , held the seminar "Carbon Market and its Challenges" on October 28th. The event brought together jurists, economists, public managers and sustainability experts to discuss regulatory advances and the prospects of the new legal framework for the Brazilian environmental sector.
With a focus on consolidating the regulated carbon market in the country, the meeting addressed Law No. 15,042/2024 , which established the Brazilian Emissions Trading System (SBCE) . Discussions highlighted the importance of integrating public policies, legal certainty, and economic instruments aimed at transitioning to a low-carbon economy.
During the seminar, analyses were presented on Brazil's strategic role in international climate negotiations, its alignment with Article 6 of the Paris Agreement , and the challenges for operationalizing the domestic carbon credit market. Issues such as legal certainty, transparency, traceability, and certification of Verified Emission Reductions (VERs) were also central to the discussions.
Participants also discussed practical topics such as carbon pricing , compensation mechanisms, the voluntary market , and the role of the private sector in structuring certified decarbonization projects, including biogas, biodiesel, and reforestation initiatives.
In an intense series of technical presentations, the seminar addressed realities and expectations regarding the carbon market, ranging from family farming and traditional communities to publicly traded companies . The immersion provided a rich exchange of experiences about a market still in its initial phase, but with great potential for expansion, as highlighted by the Executive President of Abrasca, Pablo Cesário .
The event was opened by the Deputy Attorney General of the Republic, Dr. Raquel Dodge , and included the participation of federal deputy Aliel Machado (PV/PR) , as well as representatives from the United Nations Development Programme (UNDP) , the Ministry of Finance , the Securities and Exchange Commission (CVM) , the Ministry of Agrarian Development , the Attorney General's Office (AGU) , the Public Defender's Office (DPU) , and members of civil society.
